EGYPT UPDATE
PORT SAID FOOTBALL DEATH TRIAL IN CAIRO POSTPONED FOR THIRD TIME RAISING TENSIONS

Court proceedings into the Port Said football violence, which resulted in the deaths of 74 people on 01 February 2012, was postponed for a third time on 15 May 2012 in order for the jury to view surveillance videos.
Suspects in the case claim the technician responsible for screening the videos replaced the original videos with fake ones, causing clashes in the courtroom.
The court, held at the Police Academy (located in the Shubra Al Khaymah neighbourhood of Cairo) summoned a new technical expert and said sessions between 28 - 31 May 2012 will be dedicated to hearing witness testimonies.
A 200 person strong rally took place outside the venue which was met with a large security presence as the trial resumed into the cases of 73 people, including 9 policemen. The trial was earlier suspended until May 2012 due to disturbances on the opening day on 17 April 2012, during which the defendants repeatedly interrupted proceedings and 4,000 riot police officers had been deployed to the Police Academy to maintain order.
A similar figure is expected this time and for the duration of the trial to prevent unrest, particularly from rival football fans.
The proceedings were postponed on 09 May 2012, after a doctor triggered uproar by testifying that those killed did not have wounds consistent with physical assault. The session was also postponed because the suspects were absent and due to insufficient security because of clashes at protests in Abbassiya. On 12 May 2012, several of the defendants' lawyers walked out, alleging their clients had been tortured while in custody.
LIBYA UPDATE

Tripoli, 10.00hrs (GMT) 18 May 2012 - the capital appears relatively calm.
Personnel are reminded that armed men may set up roadblocks at any time across the capital, which may block already heavy traffic and advised to plan alternative routes and leave more time for travel.
The National Transitional Council (NTC) is still having difficulty trying to amalgamate militias into everyday life. The interim government is trying to pay off these “thuwar” by offering them roughly US$ 1,580 - this scheme has been mired in corruption.
Demonstrations are expected to erupt following Friday prayers, as is the case every week, with the majority expected to focus on the perceived lack of authority of the NTC, as well as the country’s ongoing security issues.
Most demonstrations are expected to occur in front of government buildings or in central squares, including Maydan ash-Shuhada (Martyrs’ Square) in Tripoli.
Hotels have also been a target for protesters as NTC leaders have been using such facilities to discuss government plans.
Tripoli’s Rixos Hotel is assessed to be a higher security threat as from 30 March 2012.
Most protests in Libya have been peaceful, there is a potential for outbreaks of violence; if personnel take the proper security precautions, such as maintaining a low profile and avoiding mass gatherings and demonstrations, this risk should be mitigated.
Benghazi - Emerging reports 18 May 2012, that an unnamed group of assailants has tried to assassinate NTC official Khaled al-Sayeh, whilst he was sitting in a vehicle with Fathi Baja, the representative from Benghazi, which was leaving Benina Airport.
No one was reportedly injured in the attacks, however, witnesses reported numerous gun shots fired at the car. Previously, The Inkerman Group assessed that Benghazi would serve as a higher risk area for personnel in the days leading up to and following the local elections scheduled for 19 May 2012.
Elsewhere in Benghazi, dozens of civil society employees from across the city staged protests in front of a local United Nations facility on 17 May 2012, in order to demand the redistribution of seats in the National Assembly.
The latest demonstration falls in line with earlier protests from many in the east who have been left angered over an earlier decision by the NTC which would see Tripoli obtain 102 seats, whilst Cyrenaica / Barqa (where Benghazi is located) is reserved 60 seats and the Fezzan region 38 seats.
Personnel are reminded that many in Benghazi are upset about this distribution due to the historical neglect of Benghazi under Gaddafi.
The NTC, which is based in Tripoli, has argued that the distribution is fair because the capital is more populated - Tripoli has a reported 2,220,000 to Benghazi’s 650,000.
Many in Benghazi believe that due to past suffering, as well as the fact that the city served as ground zero for the 2011 uprising, the city should be given more seats.
